Looks like director Oliver Stone has cast the majority of the Bushes: James Cromwell to play George Herbert Walker Bush and Ellen Burstyn to play former first lady Barbara Bush while Josh Brolin to play George W. Bush and Elizabeth Banks to play Laura Bush.
